There are provisions to prohibit degrees of relationship to do with eligibility and consent and parental consent for people between the ages of 16 – 18. 

The significant difference to a civil marriage is that there is no provision for religious registration.  The partnership itself is formed at the time the civil partnership document is signed by the partners, not the exchange of vows.
